How do I get flawless looking skin?

Like that. I know they are photo editted, but on TV shows they genuinely do have soft looking skin. How do I get this? I tan myself regularly aswell. Would a tinted moisturiser be good? Does it actually work like foundation, covers up pores/spots etc?
My price range for foundation is about £10-£20. Maybe a little bit above. I drink water everyday, I eat my protein and veg everyday. I moisturise (dove) everyday.
On Katy Perry, that was make up but i think you should should try using cocoa butter. It helps even out your skin tone and evens out the color. If it’s for your face, then you should look into buying a foundation that matches your skin color. Fit Me will work excellent for giving you flawless skin.
